
The Maritime and Coastguard Agency (MCA) has introduced Workboat Code 3, the latest edition of UK safety regulations designed to raise safety and operational standards for workboats. In force for over a year, vessel operators are now planning and implementing changes to ensure compliance with the new requirements.
This major update brings significant changes, with a key focus on the mandatory implementation of Safety Management Systems (SMS) for a wider range of vessels.
Workboat Code 3 applies to commercial vessels under 24 metres in length carrying up to 12 passengers. It builds on previous editions, reflecting advances in safety management, risk assessment, and evolving industry needs. Developed in consultation with operators, safety experts, and industry bodies, the code ensures that it remains relevant and practical for today’s maritime environment.
One of the most important changes in Workboat Code 3 is that all vessels—regardless of size—must now have an effective SMS in place. Previously only required for larger or more complex vessels, this now applies to smaller workboats too.

The mandatory SMS requirements stem from recurring findings in Marine Accident Investigation Branch (MAIB) reports, which frequently identified poor or absent safety management as a root cause in incidents. By requiring a formal SMS for all vessels, Workboat Code 3 aims to reduce risks, prevent incidents, and safeguard lives.
